Manage permissions for deleting, locking and unlocking a study owned by someone else
Oftentimes, studies have been locked by staff who have left the organization. Admins at all levels (Instance, Crop, Program) are able to delete & lock/unlock studies themselves, and authorize other colleagues to do the same.
